Cuebid the opponent's suit.

Does a TO double after partner's one level opening affect your 1 level suit response in 3rd seat?

No.
New suits at the one level show 6+ HCP and are forcing for one round.

Playing 2/1, is a response of 1NT to partner's opening forcing after a TO double?

No.
The 1NT response shows 6-10 HCP, denies support for partner's opening, and is not forcing.

When RHO makes a TO double over partner's opening, does your response of a new suit at the two level (non-jump) indicate a 2/1 sequence?

No
Your hand has typically 6-9 HCP and denies three-card support for opener's major. Your hand shows at least a decent 5+ card suit and the bid is NF. (This bid is similar to a preempt, indicating that your side may not have the Balance of Power.)

When partner opens, 2nd seat doubles, what do all jump bids (except 2NT) by responder indicate?

PREEMPT.
*Responder's hand has less than 6 HCP.
* Responder is using the Law of Total Tricks to raise partner's suit.
*A jump shift to a new suit also shows less than 6HCP, but a long suit, at least 6 cards. Your side appears to lack the Balance of Power.

When partner opens, 2nd seat doubles, what does responder's redouble show?

Redouble promises 10+ HCP, showing opener that your side has the Balance of Power.
Responder could have 3 card support for opener's major, but not four or more.

In what type of auction does The Law apply?

Competitive.
Use of The Law is not necessary in constructive auctions.

What constitutes a Competitive auction?

Bidding from the opponent(s), where the Balance of Power could be more equally divided, i.e., of the 40 HCP, the division between the sides of the HCP could be 20-20, 19-21, 18-22. Each side could have a legitimate part score.

When using The Law in a competitive auction, what circumstance can help dictate the decision to bid "one more or one less?"
